Opsen isn't a new tax adding to the burden. Alongside it, PKB rates were reduced (capped at 1.2%, down from 2%). Opsen goes straight to the kabupaten/kota where the vehicle is registered, while PKB goes to the province — it redistributes revenue rather than adding to it.

Seven cost components

BBNKB

The transfer duty applied when ownership changes — buying new or transferring a used vehicle. The rate is set per province via Perda and varies, computed from NJKB. It's the largest component of the total.

Opsen BBNKB

Like PKB, BBNKB also carries a 66% opsen since 2025, going to the kabupaten/kota. Jakarta-registered vehicles are exempt. Tick the Jakarta option if yours is registered there.

Frequently asked questions

How do I calculate vehicle transfer cost?

Transfer cost has seven components: BBNKB, opsen BBNKB, first-year PKB, opsen PKB, SWDKLLJ, and admin. BBNKB is the province's rate times NJKB. Opsen BBNKB is 66% of BBNKB. Since rates and NJKB vary, the calculator asks you to enter them, then breaks the total out per component.

What does a new vehicle cost beyond the price?

Beyond the on-the-road price, the tax and duty components are BBNKB (first-ownership transfer duty), opsen BBNKB, first-year PKB and its opsen, SWDKLLJ, and admin for issuing STNK, TNKB, and BPKB. For a new vehicle, BBNKB is the largest. This estimates the total, but the final figure depends on your province's rates.

Is BBNKB the same across Indonesia?

No. BBNKB is set by each province via Perda and varies. Some provinces also run special policies like amnesties or second-ownership BBNKB exemptions for a period. So enter the rate for the province where you'll register, not another's. Check the local Perda or Samsat for the official figure.

Does a Jakarta transfer pay opsen BBNKB?

No. Like opsen PKB, opsen BBNKB isn't applied in DKI Jakarta, given its special-region status with no autonomous kabupaten/kota to receive opsen. So for Jakarta-registered vehicles, BBNKB is collected directly without the 66%. This calculator has a Jakarta tick-box to match.

Why transfer ownership at all?

A vehicle can be used with the STNK in the previous owner's name, but there are risks: mismatched ownership data complicates insurance claims, resale, and legal matters; delaying transfer on a much-changed used vehicle makes it costlier later; and some regions tie smooth annual-tax service to correct ownership. This helps you budget for it.
