Opsen isn't a new tax adding to the burden. Alongside it, PKB rates were reduced (capped at 1.2%, down from 2%). Opsen goes straight to the kabupaten/kota where the vehicle is registered, while PKB goes to the province — it redistributes revenue rather than adding to it.

Understanding the components
PKB and NJKB
PKB (vehicle tax) is the rate times NJKB — the official vehicle value on the STNK, not the dealer price. NJKB differs per vehicle and falls yearly with depreciation, so an older vehicle's tax is lower than a new one's.
The 66% opsen
Since 5 January 2025 there's an opsen of 66% of PKB, collected by the kabupaten/kota. It isn't a new tax: alongside it, PKB rates were cut (capped at 1.2%, down from 2%). Opsen goes to the local area of registration; PKB goes to the province.
The Jakarta exception
DKI Jakarta doesn't apply opsen — it's a kabupaten/kota levy and Jakarta has none autonomous to receive it. If your vehicle is registered in Jakarta, tick the box: tax is computed without the 66%.

Frequently asked questions
How is 2025 vehicle tax calculated?
Annual tax is PKB, opsen PKB, SWDKLLJ, and admin fees. PKB is the rate (max 1.2% for a first vehicle) times the NJKB on your STNK. Opsen PKB is 66% of PKB. Example: Rp150m NJKB at 1.2% gives Rp1.8m PKB; opsen Rp1.188m; plus car SWDKLLJ Rp143,000 and admin, roughly Rp3.13m. Since rates and NJKB vary, the calculator asks you to enter them.
What is opsen and why is it on my STNK?
Opsen is an additional levy of 66% of PKB and BBNKB, effective 5 January 2025 under UU 1/2022 (HKPD). It appears as a separate line on your STNK. Crucially it isn't a tax rise: alongside it, PKB rates were cut from a 2% cap to 1.2%. Opsen goes to the kabupaten/kota of registration, PKB to the province — it redistributes revenue rather than adding a burden.
Does Jakarta pay opsen too?
No. DKI Jakarta is the one region that doesn't apply opsen. The reason is structural: opsen is a kabupaten/kota levy, and Jakarta as a special region has no autonomous kabupaten/kota to receive it. So in Jakarta, PKB and BBNKB are collected directly without the 66%. This calculator has a dedicated tick-box for Jakarta-registered vehicles.
What is SWDKLLJ?
SWDKLLJ is a mandatory road-accident fund contribution managed by Jasa Raharja. It's not a tax but an insurance levy that compensates traffic-accident victims. It differs by vehicle type — a private car is around Rp143,000, motorcycles lower. The amount can be revised, so the calculator pre-fills an editable default.
Why might this differ from the Samsat bill?
Because several figures vary by region and vehicle, and only Samsat has the official data. PKB and BBNKB rates are set per province via Perda; NJKB differs per vehicle and sits on the STNK; admin fees change. This gives an estimate from your inputs, useful for budgeting before you go. For exact figures, always check your STNK and local Samsat.
